In notifications are banners visible in locked screen?

Yes, notification banners are visible on the lock screen. However, the notification area pull-down is not visible on the lock screen. Though, iOS 7 has this feature.
Although I'm getting my :mail:. It's completely by-passing my notification center and not showing the locked screen.

Make sure "View in Lock Screen" is enabled for each individual item in: Settings > Notifications > (each listed item, tap them) > scroll to bottom and turn on "View in Lock Screen".
In my notification center I've got calender (that works), 2 news apps (they work), messages (that works), 2 mail accts, gmail (that works), yahoo (THAT DOES NOT WORK). I'm totaly at loss what I can do next. I re-booted.
