Are Wallpapers meant to be downloaded?

Are the Wallpapers posted to that particular part of this forum meant to be downloaded, or only uploaded and viewed?

I know it's not necessary but I used an app and it copied a picture of a wallpaper specifically for iPhone and then put it in an area where I could use it in the background.
