Alter signal strength?

Pogue's iPad6 book talks about setting signal strength to "low" to save battery. Where would I find a way to do this--and should I?

Sounds counter-intuitive to me. If your signal is weak the iphone keeps searching for a signal, draining the battery. Unless you mean placing it in airplane mode so it doesn't have signal.
