account reset

My iPhone user is locked for security reasons and it asks me to reset my account which i did several times but still unsuccessful to update/download app
Plz help

This is the msg i get whenever i try to update/download an app
It ask me to reset my account as the current one is locked for security reasons. I didnt understand the issue why and how !!
