Yes. I installed it. I removed it. There was nothing there.
I installed the Theme Store as well and nothing there either.

You have to install or have themes in the proper directory before you can implement anything....,

Remember, Winterboard is the tool that allows themes to be downloaded and run. It is not designed to be a theme, it enables them. You have to find a theme you like on Cydia (that will run on your device and iOS) and download it. Then, you use Winterboard to activate it.

The ThemeStore is different, but I should imagine it's pretty empty because themes have not been updated for iOS 7. Give 'em time....

Cydia-based themes can be checked out in Cydia > Featured (on the bottom bar) > Themes. Select the category that matches your device, and scroll through the themes. Tap on one that you're interested in, and it will bring up an image of the home screen that gives you a sample of the theme. If you want more pictures, you can tap on the theme, and scroll down to Screenshots. Some themes offer multiple images, some just offer a single image.
