wifi vs 4g?

Before asking my first question I realize that the search function is my friend and that the answer has been beat to death. However I've been unable to find the definitive answer to when using my wireless DSL at home if I need to manually turn off the 4G to lower my billable data usage? Apparently there are two lines of thought regarding this. What say you?

If you are on a limited data program, I will recommend you to keep the 3g/4g data off and only turn it on when you need it, after all it will safe you battery as well. I have unlimited data plan but if I'm at home I just use my internet.

The phone will always use wi-fi first if is available but I will personally will feel better turning the 3g/4g off.
