Maybe reset all Settings in Settings> General> Reset> Reset All Settings. That might work.

I use YouMail. That way I can have visual voicemail through 3G and Wifi. It's way better and you can customize your greeting message for certain contacts. I have mine set to tell people that block there numbers before calling that my phone does not except blocked numbers, and to please unblock the number and call again. For numbers that are always set to be blocked....it just tells them that my phone will not accept blocked numbers. Pretty cool.

The voicemail notifications come in just as they normally would with no delay at all.

I use a tweak from Cydia called StartDial to remove the voicemail tab from my phone app. Much better. Pretty ridiculous that carriers insist you use data from your data plan to have visual voicemail.
