I was wondering if it's possible to enable TouchID without having to turn on the password function. I tried toggling this feature a number of different ways, but couldn't figure it out. Goggle hasn't provided much help either.

Impossible. You have to have the password, as a backup, in case the TouchID failed to work.
 
You also need a password to change the fingerprint settings, such as when adding new fingerprints or deleting older ones. A password is also still required to turn off find my iPhone and to erase all content and settings.
 
i saw the touchid fail today with my co worker. she tried like 5 times and it couldnt read her finger. thank god for the password or she was screwed.
