Totally confused about no-contract plans

I'm trying to go no-contract since my Verizon contract just expired. I want to buy an iPhone 5 outright with no contract so I can move to whoever if I get annoyed with my carrier.

* Probably using the phone primarily for apps
* Live in Kansas City
* Won't use much data; 1 GB would be plenty, maybe even a couple hundred 100 MB a month
* Won't actually use the phone much for talk; 500 minutes has been enough

Anyway, I've been looking at no-contract plans, calling carriers, and reading articles and I'm completely confused. I've gotten absolutely conflicting/omitted data from carriers, and sometimes even articles and posts I read contradict.

So, who can tell me what the best deal is out there? I'm looking for the cheapest plan for my needs out there. Note that another contract is NOT AN OPTION!
 
Now unless this is THE James Brown, shame on you for taking that handle. ;)

Just kidding. I know carriers like Metro PCS and possibly Rebel have no contract plans but I don't have a clue. Verizon offers them as well, I've always resigned for the lower price and the best coverage. I'll bet 98% of us are on plans.
