My Game Center is missing an "add friends" option

For some reason whenever I log in to Game Center, the bottom toolbar only has the options, "Me", "Friends" and "Games". I know there's supposed to be a fourth one (probably to allow for adding friends), but I can't see it. I'm trying to add friends, but due to this I'm unable to do so. Why's this happening? My ipod's not jailbroken, btw

well i am still runing 4.2.1 and on my gamecenter i have 4 options on the bottom. the one you are missing is the requests option. but you should still be able to add people. simply go to the friends option and then on the top right there should be a plus sign [+] and that will let you add people

Do you have Gamecenter restricted?

i looked, but i cant find any plus sign anywhere

Try going to settings>general>restrictions>scroll down to the gamecenter restrictions
