Facetime not working

Hello, trying to connect to another iPhone via FaceTime and I can't connect. My end just keeps ringing when I initiate the call or my end just keeps connecting when the other side initiates the call. I've tried power cycling my modem and router and iPhone and no luck. I can connect to Internet on my iPhone with WiFi and it works fine. These are both iPhone4 devices All other Apps work fine. Any ideas? Thank you.

Perform a hard reset of your device... hold the lock & home keys together for 10 seconds, then release both. Let us know if this clears up your issue.

I use a webcam with have a computer and not the iPod.

Could your posts be any less relevant?!?
