Doesn't work after jailbreak and recover

Hello, I have a really desperate problem.

I know it is my fault, that I used Evasi0n jailbreak on 7.0.4 Iphone 4. It run in "Freezing at apple logo" problem. After that, I resetted factory settings. But, unknown to me, it wasn't fully unblocked, and now it seems to be SIM blocked. Is there any way, possibility to get it working (Jailbroken or not)? I wouldn't even care that I couldn't call, I would just need the Wifi. Or

Anyway, if there aren't any fix now, will there be later?

P.S. I did a full backup before that, but I can't recover it if the phone is locked.

Assuming the SIM card you're using is that of the original carrier of the device, restore afresh and activate. Otherwise, you'll have to borrow a SIM that matches the original carrier of your device. The iPhone 4 cannot be hacktivated as of yet as RedSn0w and Sn0wBreeze are not updated to support iOS 7.
