Dictation function has disappeared with os upgrade...?

I just upgraded to 6.1.1 (?) and I've lost the ability (icon) to speak my text / email messages...? I'm on a 4S. Any ideas...?

The microphone/dictaion option uses Siri's servers for voice to text and requires a live data connection via wireless data or Wifi. Are you experiencing troubles w/ either of these?

Hmmm. Seems that I have to have Siri enabled to use this function. I don't believe this was true in the past. Siri interferes with my in car blue-tooth.
