sometimes they are so drained it takes about 15 minutes of being plugged in before its responsive again

Try holding both the Home and Sleep buttons for 10-20 seconds and reboot the phone. I had a similar incident where the iPhone wouldn't turn on, and this cured it.

Had the same problem with my old 3GS and that solved it!

thanks also i just had this happen to me and i've only had it for about a month, within 15 sec it came on.
