A friend if mine took her phone to some guy that said that he could factory unlock her phone..
He then told her that her phone was blacklisted by apple.. Sounded ridiculous, can this happen? (ie blacklisting)

Perhaps it was stolen.....then refurbished by Apple...then sold...and the ESN was never was never taken off the black list.

In this case...try to find a record of the purchase of the phone...like receipt or something....then contacts Apple and ask them why the phone is on the black list, and to please take it off.
Is the phone still on contract with the original carrier...and the bill was not paid...
