Both. Only trick is... your wireless provider has a say in how it's active. At&t requires you to be on hotspot eligible data plan or one of their Shared Data plans. VZW and Sprint I believe include it w/ all their packages now. Outside the US.. I'm not sure.

So if I upgrade to ios 6 can I use hotspot?

I'd hold off until someone who knows Straight Talk. Since they're not a native iPhone supporter... I'm not certain.
