A friend recently gave me her old 3G iPhone. I use an old Razr and have a 450 min/mo. plan with AT&T. Does anyone know if there is a way for me to use the iPhone as just a cell phone in a way that would not engage the 3G, data feed? Thanks!

you can simply turn off 3G in the iPhone settings, thus preventing your to use 3G network.

and put my SIM card in and it should work? Thanks!

it should!
not gonna lie, theres way too many restrictions on carriers in the US compares to everywhere else in the world.

Ok, at an AT&T store I got a new SIM card and transferred my contacts.

I disabled the "3G data" and the "Cellular data."

The phone now works but the reception is very poor and texts won't go through.

At the AT&T store one of the staff told me that the 3G iphone running without the data setup will be working on 2G and that most of the 2G equipment has been removed from most towers. (Does this sound correct?)
