Whether or not a jailbreak is untethered or not, you need a computer to be able to jailbreak. if your phone is on iOS 6.1.3, the question is moot, since there isn't an available untethered jailbreak.

The only jailbreak that's available without a computer is JailbreakMe for the older devices on iOS 4.
