Unlocking VZW 4S Baseband 3.0.04 for use on AT&T

I'm trying to help a friend, and everything I've found states that no matter what, a VZW iPhone cannot be unlocked for use on another US carrier network.

I've looked deeper, and I found a site that suggests otherwise. I don't want to break any rules and post a link in a title post, though.

It's unlockable. But, the only real way to unlock is it through Verizon. The average cost of a non-Verizon unlock for a Verizon-native phone is over $120.
