unlock my iphone 4s to my carrier

i have an iphone 4s running ios 9.3.4
i did use it before and it worked great,i put it in the drawer when i bought a new one
i damaged the new phone and i want to use my old iphone 4s until my phone is fixed
the problem is when i try to activate the device this message pop up(please refer to the picture)
can i fix it?

Did you change carriers when you got your new iphone? If so, you could go to the carrier you used with the iPhone 4S and ask them to unlock it. They’ll probably charge a fee to do so.

actually i did not change the carrier
the sim card is also the same one i used before

Do you have another SIM card you could try? If not, take it to your carrier’s nearest store and try another SIM card there. For some reason your iPhone 4S thinks it’s locked to another carrier, which would normally never happen.
