An iPhone locked by iCloud can't be unlocked, even if some sites promise it. If this iPhone is locked, it was either lost or stolen, or the former owner forgot to remove it from Find my iPhone.

If you know the former owner and can contact him, ask him to remove this device from iCloud. Here are Apple's instructions:
iCloud: Remove your device from Find My iPhone

If you don't find a way to contact the one who owned the iPhone before, you won't be able to use it. Sorry!
