Or sone reason spring board keeps crashing and sending my phone to safe mode. I uninstalled winter board but my background just keeps flickering. Anyone have any ideas?

Check some of the latest stuff that you had load and eliminate them one at the time to see if you find what's the app/tweak that is creating the issue.

The message is pretty clear that some MobileSubstrate addon has caused this. You can see what addons you have installed via SBSettings > More > Mobile Substrate Addons.

You can turn then off in that place and see one at the time until you find the one causing issues.

However, read the warning in that screen

Just restore ur iPhone and set it as new u jus put ur apps back manually remember

I downloaded crashreporter and it lists the resins for crash as the springboard.
