Is there Cydia tweak or any way to get the microphone on the iPhone 4 keyboard so you can use speech-to-text? I don't want Siri or anything like that, just that specific option.

Siri is the only way to accomplish dictation. There are some dictation apps in the app store that you could use like Dragon but they are limited to within the actual app(you wont be able to use dictation to write an email, sms or anything like that).

Actually, Dragon is free, allows 20 seconds of dictation at a time, does a reasonable job of transcribing, and has interface buttons to send straight to sms, facebook, or copy. You can dictate more, but only in 20 second increments. I use it frequently and happily.
