Sending mail....and sending....and sending

I can have five bars on my iPhone and try and send an email over the 3G network, and more often than not, it'll say "Sending....." and I'll wait and wait and wait - until it times out and gives me an error message that it can't be sent.

Eventually I'll get it sent without making any changes anywhere, but I don't know why it does this. I'm not on a WiFi network, so it's not a wireless issue. Any ideas?

Which email app?
Which email provider?
What settings?
What city?
