Restored PC. iPhone Problems/Question

So, I had to restore my PC to factory settings, thus I had to reinstall Itunes, etc.

So, once I did that, I plugged in my iPhone, it shows up and everything.
The iTunes is empty like it should be I guess, I hit sync, it asks me if I want to transfer my purchases. A few games, stuff like that.

It starts to sync/transfer, but it literally never finishes. It gets to the like the 4th thing, and just stalls for 20-25 minutes.

2nd, I want to get rid of all the media that's currently on my iPhone, that's no longer on my PC.
So I dragged in 1 music album to the Music section, hit SYNC.

Not only does that album not show up on my phone, but everything that WAS on my phone is still there... How can I erase that stuff if it's not on my PC or in Itunes anymore?

If I "Restore" will I lose all my contacts and stuff?
Is that the only way to wipe out all the media in this situation?

I assumed you'd be able to SYNC it with nothing in iTunes, and that would just happen.

Backup first before restoring. Restoring the device will wipe the phone clean.
