Regular AT&T SIM Card in iPhone 3GS

I'm using a SIM Card that is completely activated through AT&T with MMS but no internet. I put my SIM Card in my iPhone 3GS and I can't use MMS. Can someone help me as to how to use picture messaging please? Any help would be greatly appreciated.
