Yes. Press and hold any app, they will all shake, then slide them as you wish.
You can also put apps into folders by. Putting them on top of each other.

I know I can do this but if possible I want to miss out an entire row on the first screen so I can see my back screen better

Only with jailbreak. I think it's called grid lock...

You can leave the bottom blank from stock but you can't leave the top blank or have spaces without jailbreak...

You can have blank screens without jailbreak. Just move everything to the next page...
