Need some urgent suggestions!

One of my friend is selling me his Iphone 4 16gb like new for $400.
Should I go for it or is it still expensive?

Here is the screenshot of the iphone's firmware and its locked. I am a complete noob so can someone tell me if it can be unlocked using redsnow or gevey?

I really need to get this iphone so please help me.

It can only be unlocked by gevey

I read that it is temporary and when the phone is switched off or the network is lost then I have to unlock it again.

Search on the forum for gevey topic. And yes, that's what I've heard about gevey as well, when the connection is lost or you reboot your device, you will need to use gevey sim again.

I'm using gevey pro and it works great, but if the battery goes dead u have to do it again but it does take that long to do
