My kids Iphone has screenshots on it but the phone is no longer hooked to a carrier.

Are the pictures still available on the Icloud. If he has an Ipad and knows the passwords to the phone and possibly to the cloud can he pull the pictures off the I cloud and will they still be there after the phone has been shut off for a couple months.

If iCloud was used for the images, here's what you can do to retrieve them:
With iCloud Photo Library enabled, just login to iCloud and you should find them there. You don't need an iDevice to do that, it can be done from a computer, using a browser as well.

If you try to restore an iPad from an iPhone backup, and getting the images this way, that won't work. Photos don't transfer from iPhone to iPad.

PhotoStream won't help either. The images are stored there for 30 days, and then they'll disappear. So if it has been a few months that they were synced to it, it's most unlikely that they still can be found there.
