There are no OFFICIAL way. Unless you bought it unlocked at time of purchase. There are after market ways just search Google.

Only if your phone is about a year old and never updated it can be unlocked or if you have bought a new 4s. That's it the new iPhone 4 cannot be unlocked. You can switch to a prepaid carrier like straight talk or AT&T go phone and have the iPhone fully working.
