Bulletin is a Cydia Tweak which will allow you to acces your Notification Center on your Lockscreen. Normally, you can only see notifications which you received before a Slide To Unlock. With this you can simply pull down to see your whole NC. A few extra features have been added as well such as adding an "X"(close) button to new notifications. You can also make your NC transparent. Bulletin can be found in the Cydia Store for $.99 under the Big Boss repo.
