LED Flash on Ring

I have the setting ON. when phone rings the LED does not flash. Any suggestions. Iphone5S
i have powered off the phone. Still the feature does not know. I can use the flashlight apps with no problems.

Have you chosen one of the 'alert tones'?

Go into the Notification Center, phone, and choose an Alert Style. I see you were advised to pick an alert tone also but I find that is not necessary. I do have the phone set up that way but choose to have no tone when I get an email. I do have it set up to have an alert in the Alert Style section of Mail, and get the flash and no sound when I get a new email.
