Just what is this Universal clip Board and where is it?

I was reading this morning about this universal clip board ,where you can copy from a Win10 computer and paste it to an Apple iPhone.

No, you can only copy and paste between Apple devices, running at least IOS 10 and/or Sierra.
To use Universal Clipboard, your devices must meet Continuity system requirements. They must also have Wi-Fi, Bluetooth, and Handoff turned on in System Preferences (on your Mac) and in Settings (on your iOS devices). You must be signed in to iCloud using the same Apple ID on all your devices.
