Jailbreak issues iOS 11.3.1

I'm having troubles jailbreaking my iPad mini 4. it's on iOS 11.3.1. I can't update to any jailbreak eligible firmware because Apple is only signing 14 and up. Electra keeps failing, Cydia Impactor needs Xcode to sideload(I only have windows), altstore needs iOS 12.2 to sideload, effectively leaving Unc0vered jailbreak out of the question… My question at this point is what now?

You’ll either have to get a Mac or an iPad on iPadOS 12.2.
