Is there a limit as to how many times you can download an app without being charged more than once? Like say you needed to erase an app to make space on your device but still wanted to use the app later..?

You will never be charged more them once.

Once you buy an app from the AppStore...you can delete and install it as many times as you want, endlessly.

Even if when you go to install the app again, and it's says "Buy" then ask for your password....it still does not charge you.

All your app that you bough from the AppStore can be accessed via the Purchased tab in the AppStore app.

Open the AppStore,
Tap "Updates"
Tap "Purchased" on the top of the screen.

It will have 2 list.
"All" apps(paid or free), and
"Not in this iPhone" tab. Which is a list of apps your bought/downloaded that are currently not on your device.

No matter what...you will never be charged twice for any application.
