iphone is making me double tap everything

My phone is making me doble tap everything, cant scroll up or down. triple clicking the home button hasnt worked like suggested on the apple site. unable to scroll down on setting to follow instructions already given on here... please help!!

try doing a hard reset,hold down your sleep/wake button and home button at the same time until the apple appears,let go and the phone will reboot,this can fix many glitches,let us know how it goes.
