iPhone 5 Unlock will be a Global Phone - GSM, CDMA and Quad Bands?

Is that the case with iPhone 4S? I know because of LTE blah blah iPhone 5's situation is more complicated that's why they are making multiple versions. But am just confused if there will be an UNLOCK version (global phone - with GSM , CDMA , Quad bands specs), why they did not just make a single global phone and let the carriers have the ability to lock them.

Or I guess, let me ask this on another way, all the reported GSM or CDMA technologies in iP5 are fixed with the locked iP5 US carriers, right? And there's no way, they will become a global phone even when they get UNLOCK?
