Iphone 4s can i talk to write a text message?

Want to get a Iphone 4s but can not seem to find out this:

Can I say a text message to the phone and get it to send?

For example:

Hi mum will be over late for tea, see you later


Then say send to mum??

Also would you say the 4s if worth the extra cost over the 4??? £11.00 a month extra I think
