iPhone 4s and 4G service

Can a software update make the 4s a 4G LTE phone? I know the 4s is only a 3G phone but Verizon 4LTE is being installed in my city.

Nope. This is a hardware issue. Only iOS device that has LTE at present for VZW is the iPad (3rd Gen).
