iCloud problem

My friend added some pictures to iCloud on his PC so he could show them on his phone and iPad. Went to look at them on phone and iPad and He no longer has camera roll or photo stream on both devices. How could this happen?

If he uses iCloud Photo Library, Camera Roll and PhotoStream will be replaced by All Photos on the iPhone.
