I need your help please regarding iphone 5 with no facetime

hello to all , i have iphone 5 ios 6.1.3 and i dont have facetime , as i checked i saw that my iphone came from the middle east and since facetime is not alowed there apple blocked facetime for iphone who came from this region , currently i am in the u.s with att sim carrier but still i dont have facetime , my question is - if i will restore my iphone from the u.s with new 6.1.3 firmware , will it bring me facetime ?
