Hi
When ever I use the dictation feature with iMessage l get this in the text box and I can not use the box to text or use my dictation feature. I happen when I updated to to iOS 9 . can anyone please tell me how to fix this ? Thank you

Try force closing the app: double tap the Home button to show apps you've used before, and slide them towards the top of the screen.

Restart and reset (Home and Power button) your iPhone afterwards.

If this doesn't solve the problem, go to Settings - General - Keyboard, and disable dictation. Wait for a few seconds and enable it again.

Another solution would be to enable Airplane Mode, wait for some time and disable it again.

Try resetting all settings (Settings - General - Reset), and if that doesn't help, restore your iPhone using iTunes. Make sure there's a recent backup before restoring.
