How do I set up voicemail password?

Greetings,
Pls, How do I set up voicemail password?
I tried this procedure at
AT&T Wireless- Voicemail Security: Establish, change, or turn on your voicemail password feature
But couldn't get it to work.

Holding down the '1' key
brings up the 'Voicemail Calling...' screen,
but then iphone doesn't respond to anything else,
except 'End Call'.

Is this the first time you have used your phone's voice mail? Most of the time if you call your self it will ask for your password and to set up your voice mail. From there you are able to change it and do a greeting for others to hear. It will prompt you how to do this once your in.

I think it is the 1st time.
But not sure.
