Well I had my father credit card for my iTunes account without payment but my father lost his credit card and he have a new bank account the thing is he doesn't let me to use his new credit card
Without payment how ever I need a valid credit card so I can downloaded apps connect to my iTunes I won't open a new account I'll lose All of what I ever download including my Game Center like I want that
So is there anyway to get a new account while keep everything or to keep this account but with no need for credit card

Yes all you need to do is log into the App Store with you're current iTunes user name and password and just change your email address (USERNAME) associated with that account

If you already have an Apple ID, all you have to do, is change your payment method.
Change or remove your Apple ID payment information
