So why isn't google voice in the app store?

Has only been available on jail broken phones until this was released. Not sure exactly why it's not in the app store. I thought it had something to do with AT&T not wanting to allow apps that allowed placing phone calls over 3G to get around going over minutes in a calling plan.

The google app mobile redirects to a number which will use att minutes.

But on a desk top google offers free USA calling much like skype which isn't available for this app?
