game center adding a friend HELP!!!

I have got an ipod touch and i go on game center allot and i found a problem with it i cant seem to add anyone on it ok so i click the username of the person and it says you have succesfully send the invite but i tested it with two devices and my ipod touch game centre did not send it.i can recive invites but i cant sent it.CAN SOMEONE PLEASE HELP ME I REALLY NEED IT.

Well I can't receive the friend requests from the people who send them all day and I only see the app icon with small number that I guess is the number of the requests I cant accept!!! And I can't add them too...
IS THIS NORMAL?!?!?!? Please help!!!

Do you have this enabled?
Settings>general>restrictions scroll down to the bottom.
