Downgrading makes iphone stuck on "activation needed" and connect to itunes error

Its a 3GS 16 gig UK locked to Orange

When I downgrade it sticks on this loop, if I try and jailbreak again it loses wifi, bluetooth, 3G etc and only a itunes recovery works.

What am I doing wrong?

Its a 2010 model, cant remember exact week but its around 40.

So I can unlock the phone for my network

I upgrade to ipad baseband then downgrade.

Do I need an older firmware than latest to downgrade?

To downgrade baseband use latest redsn0w and the iOS version that your phone has installed. Sometimes, you may have to run the redsn0w downgrade twice. But not always.
