Does anyone Know if Siri will be specific to the 4s?

While looking through the various blogs about the Apple Lets Talk iPhone event I came across a blog entry that said Siri would not be released in the iOS 5 upgrade for use on the iPhone 4 and that it was on the 4s only. Is that true?
I plan on watching the Apple event today since its up on the Apple / iTunes site to see if they say anything about it.
Has anyone tried the Siri app for iPhone? I looked at it and it only received a 2 star rating and there servers were busy so I didn't try to get it for my 4 yet.
