I want to know if there is a way to recover a deleted video even after it was deleted from the recently deleted folder? I didn't know if it was still locked away somewhere on the system and someone smarter than me could fix it.

If you have a backup somewhere (iCloud or iTunes), which included this video, you'll be able to restore from that backup.
With an iCloud backup, you'll have to completely wipe your device ("Erase all content and settings" in Settings - General - Reset), and restore from the backup afterwards.
iTunes will also clear every information from your iPhone, and you'll be able to use the backup to get the information and the video back to your iPhone.
If there's no backup, you could try software to retrieve it. Some of these recovery tools claim to be free. I've been informed recently that the free versions don't work, and you have to download the paid version to get the desired result. You'll have to decide yourself whether or not it's worth trying.
Otherwise the video will be gone forever.
