Default Contact reads Netherlands

My new iphone has a default country setting in "contacts" as the Netherlands.

I have tried the following:

~General settings: international: location: United States
~General settings: language: English and date/time: EST

I have also logged into icloud:
~contacts: formats: preferences: address layout: United States
~account settings: language: English and time zone: EST

I have changed the previous settings to others and back again in the hopes it would reset--to no avail.

Does anyone else have an answer or ideas?
